Setup Note:
  1. Verify that user authentication is working,
  2. set the members of TWiki Administrator Group in GROUP,
  3. enable the ALLOWTOPICCHANGE variable by removing # sign,
  4. set the ALLOWTOPICHANGE in TWikiPreferences to this group
  5. remove this note after you have done the setup
